Project description

The general objective of Phase II of the project ‘Business Process Analysis and Reengineering of Core Operational and Headquarter Functions Assignment’ was to supervise the implementation of the reengineered business processes according to the BPR Reports as adopted by the Croatian Tax Administration.
The specific objectives of Phase II of the project were as follows:

  1. Providing implementation assistance to the CTA: The purpose of this activity was to provide permanent proactive assistance and general and technical guidance to the CTA throughout the program implementation period where such guidance was necessary for the purpose of efficient program implementation with focus on assistance related to the implementation  of the reengineered business processes
  2. Monitoring and evaluation (supervision) of implementation:  supervision of the implementation of the reengineered business processes on the basis of the Implementation Plan (including Action Plan) which was prepared during the Phase I of the project.

Project activities

  • Providing assistance to the CTA related to the implementation of the reengineered business processes
  • Improving the enforcement of control (audit) in CTA using IT and tools
  • Extension of the CTA Contact Centre services
  • Improving the process of registration of new taxpayers
  • Implementing Compliance Risk Management for carrying out tax obligation
  • Change Management Advising
  • Monitoring and evaluation (supervision) of implementation
  • Assistance in procurement procedures,
  • Change management advising
  • Assistance in drafting “Training strategy of the Tax administration for the period 2012-2015.
